 ACR+ member the Waste Agency of Catalonia (ARC) approved on 17 June 2016, an agreement and a draft decree to promote the use of up to 75% of recycled aggregates from construction and demolition waste generated in Catalonia. In the last four years the ARC has promoted its use, with subsidies financed with economic resources from landfill tax for construction waste, which has enabled the use of about 539,000 m3 of recycled aggregates in local works.

For managing construction and demolition waste, Catalonia currently has 59 recycling plants, 23 sorting plants, 6 transfer stations and a network of 52 landfills. Catalonia is currently recycling 40% of construction waste (1.1 million tonnes recycled of a total of 2.7 million tonnes generated), and it is expected to develop for 2020 a market able to absorb, diversifying the use of these materials, the whole of recycled aggregates produced in Catalonia.

In order to achieve the aim of increasing the use of recycled aggregates, the ARC will sign an agreement with the Association of aggregate of Catalonia and the Catalan Association of Construction Waste Managers. This agreement will ensure that all the recycled aggregates put on the market comes only from authorized managers which have CE marking, avoiding unfair competitors. The agreement also includes the commitment for using, in all public and private works, at least a 5% of recycled aggregates. Regarding the Catalan Association of Construction Waste Managers, they will be committed to provide quality recycled aggregates with CE marking and also to collaborate in the dissemination of the characteristics of these materials.

The Waste Agency of Catalonia has promoted a decree for the regulation of the production, in terms of quality, of recycled aggregates, specifying the allowed uses, the conditions for their use and the control criteria of its production. It will also require that public and private construction projects incorporate a minimum of 5% of recycled aggregates in relation to total amount of used aggregates.
