Under the framework of the Urban Agenda Partnership on Circular Economy, an issues and mapping paper on indicators for circular economy transition in cities was developed. Consultation exercises helped to list 30 indicators potentially applicable and in line with the European Commission monitoring framework for the Circular Economy (CE).
These indicators include:

  • Process indicators – linked to activities performed by cities to support the transition to a Circular Economy (eg. Communication campaigns on increasing the recycling/repair/reuse of Waste electrical and electronic equipment (WEEE));
  • Outcome indicators – linked to some positive changes related to different elements of the CE, such as an increased recycling rate of WEEE;
  • Context indicators – help contextualise changes in the CE, like the annual amount of solid waste to understand the overall trends in waste.

The next step is to focus on several core indicators applicable across cities and to compare their current implementation, relevance, data availability, drivers, and challenges.
