EXPRA hosted an EPR Club Lunch debate on the proposals regarding Extended Producer Responsibility (EPR) schemes included in the new Circular Economy package published by the European Commission on 2 December 2015.

In the new Circular Economy Package, published on 2 December 2015, the European Commission acknowledges that Extended Producer Responsibility (EPR) schemes form an essential part of an efficient waste management, and their potential can be unleashed within the right framework in place. This recognition has been translated into specific requirements for EPR schemes in the reviewed EU waste legislation, thereby reinforcing the primary role that EPR has to play in the transition towards a circular economy.

The proposed requirements for EPR schemes in the new Article 8A of the Waste Framework Directive include inter alia definition of roles and responsibilities of stakeholders, measurable waste management targets, establishment of reporting system and ensuring of equal treatment of obliged companies, etc. Furthermore accreditation criteria for EPR schemes are introduced, as well, as in the case of multiple EPR Schemes, establishment of an independent authority to oversee the implementation of their obligations. Still the establishment of EPR schemes is one of the measures that might be taken by the Members States in order to strengthen the re-use and the prevention, recycling and other recovery of waste.

At the first lunch debate for 2016, the EPR Club members came together to discuss the proposed texts by the European Commission concerning EPR, namely the new Article 8A of the WFD and related amendments in Article 8 and shared their opinions.
