Zero Waste Scotland | Landfill Capacity Assessment Report 2025

Zero Waste Scotland, on behalf of the Scottish Government, has commissioned a new landfill capacity assessment to evaluate current and future engineered landfill capacity and support strategic planning beyond 2026. The study projects future waste requiring landfill disposal and compares it with available capacity to 2036, helping the sector make informed decisions on long-term waste management. 

The report analyses demand and supply of landfill capacity using updated waste projections, operator data, and direct engagement with landfill operators across Scotland. It provides a 10-year forecast for both non-hazardous and hazardous waste and outlines recommendations to address the expected capacity shortfall from 2026–2027.
