The Metropolitan Region Amsterdam (MRA, known in Dutch as Metropoolregio Amsterdam) has known diverse ways of working together on the scale of the metropole. Since 2017, a convenant includes in the MRA 32 municipalities, two provinces (North Holland and Flevoland) and the Transport Authority Amsterdam. Some 2.4 million people live within the MRA and it is the Netherlands most robust economic region. The MRA sets its ambitions every four years in the MRA-Agenda. It consists in a spatial and economic programme with ambitions on mobility, housing, labour market, landscape, energy, and climate.

The MRA is developing as circular region; the circularity is driven by various governmental- and business-organizations. The MRA’s circular economy-program is enhancing this development, it has four central elements:

  • Circular procurement;
  • Enhancing the circularity in 6 product-chains: textile, plastic, diapers, building, biomass and e-waste;
  • Circular spatial development (circular building);
  • Monitoring circularity.

We asked Yolanda Musson, Circular Economy program-leader of the Metropolitan Region Amsterdam, a few questions.

ACR+: Why have you joined ACR+?
Y.M.: The MRA has made a scan, looking for organisations who can help boosting the international circular scope and doing so, boosting MRA’s and other regions circular development. ACR+ turns up for the MRA as the best platform to share knowledge, learn from others and tune in to the relevant developments in Brussels.

ACR+: What are the actions that you will implement in the upcoming year?
Y.M.: In 2020 we are focusing first on implementing the MRA’s circular roadmap on circular procurement by all our governmental partners; secondly on enhancing the circularity within ‘textiles’; and thirdly circular building.

ACR+: Are you facing any specific challenges on your territory?
Y.M.: For one thing, our priorities are challenging enough! A challenge in which we want to learn a lot is our third goal: learning about the right conditions to upscale circular building.

ACR+: Your were already focusing on circular economy last year, could you tell us about one of your achievements in the field?
Y.M.: One of the main results from last year is for sure the creation of our Roadmap Circular Procurement & Commissioning. With this instrument in hand, a decentralised governmental body has the possibility to implement a circular way of procurement in their own organisation.
