Roadmap to a Circular Resource Efficient City

As a side event of the European Week of Regions and Cities, ACR+ participated in a workshop organised, on behalf of the EU partnership on Circular Economy, by its member The Hague on 9 October 2019, from 12:30 to 15:30 titled Roadmap to a Circular Resource Efficient City.

This workshop was part of the process for the development of a Roadmap for a Circular Urban Resource Management plan for cities. The roadmap consists of three pillars:

  1. inventory of resource flows,
  2. brokerage activities with tools to transform the linear resource flow into circular flows and
  3. monitoring, to be able to keep track of the result of the implementation.

The aim of this workshop was to elaborate on the development process and provide substantiated arguments for cities in order to be able to design a circular resource management plan that is tailored to the specific needs of every individual city.

Workshop

First of all, a general introduction was given about the Urban Agenda, presented by Jan Harko Post. This workshop looked at the design of a circular resource management plan according to the following structure:

Drivers

The first perspective looked at the drivers for cities that want to improve their resource efficiency and contribute to the circular economy; Cities with this motivation told us why they want to contribute to the development of the circular economy and why they want to take action.

Experience

The second perspective examined the benefits that cities experienced when they have a circular policy plan or resource efficiency plan in place. A city with experience in this area elaborated on the problems they encountered, the pitfalls, what they learned and the opportunities that opened up after completing their plans.

Roadmap

This was followed up by a short presentation which went into detail on the framework that has been developed to design a circular resource efficiency plan by the project leader, Gerko Brouwer. The framework consisted of three parts: 1) well-founded process steps to guide participants through the development process combined with; 2) a substantive assessment framework to make well-founded decisions to tailor the plan for their city and 3) the associated theoretical (scientific) background information to, if needed be able to deepen the knowledge on the involved subjects.
