Ireland – New Circular to support Green Public Procurement

The Irish Government has approved Circular 17/2025 aimed at strengthening the implementation of Green Public Procurement (GPP) across the public sector.  It replaces Circular 20/2019 and introduces 11 updated GPP actions from the Buying Greener: GPP Strategy and Action Plan 2024–2027. The actions are organised under the following themes: Corporate procurement plans, accelerating GPP implementation, the built environment, GPP training and awareness, and GPP monitoring and reporting.

 

The Circular also promotes sustainable practices such as market engagement, life-cycle costing, innovation procurement. Additionally, it emphasizes the importance of socially responsible public procurement and calls on public sector bodies to consider the potential impacts on SMEs when implementing GPP practices.
