ACR+ member The Hague organised this workshop as part of the process for the development of a “Roadmap for a Circular Urban Resource Management” for cities. The roadmap consists of 3 pillars:

  1. inventory of material flows,
  2. brokerage activities with tools to transform the linear resource flows into circular flows, and
  3. monitoring, to keep track of the result of the implementation. 

The aim of this workshop was to show cities the process and substantiated arguments of the roadmap so that cities themselves are able to set up a circular resource policy that is tailored to the specific needs of every individual city.

This workshop is the first of three workshops that each elaborate on one of the three pillars of the roadmap. This workshop went into details of the first pillar of the roadmap, the mapping of resource flows in and through a city, which problems does a city encounter when doing so and which opportunities does it create.

This workshop looked at the inventory or resource flows from three different perspectives:

Drivers

The first perspective looks at the drivers for cities to want to improve their resource efficiency and contribute to the circular economy; Why is it important to know the resource flows in their city, what is the aim what does a city want to achive. 

Experience

The second perspective examines the benefits that cities experience when they have mapped their resource flows. A city with experience in this area will elaborate on the problems they encountered, the pitfalls, what they learned, the opportunities that opened up after retrieving the data on resource flows. 

Roadmap

The final perspective will go into detail on three basic aspects needed for when mapping of resources for your city: The inventory methods that can be used for mapping of resources, a well-founded process of developing the inventory itself and a substantive assessment framework that is important for tailoring the inventory and prioritisation of resource flows. 

The developed process and framework is based on the outcome of a inventory among cities with experience with resource mapping and have developed a policy on urban metabolism.

The learning of this workshop will be used for further development of the roadmap.
