Zero Waste Scotland | State of the Circular Economy Report

The circular economy is proving to be a key driver of resilience and economic growth in Scotland. According to the State of the Circular Economy report, commissioned by Zero Waste Scotland and delivered by Eunomia and University College London, circular sectors generated over GBP 7 billion (approximately EUR 8.2 billion) in 2021, accounting for 4.7% of Gross Value Added and 3.9% of GDP, as well as 81 447 jobs (4.4% of total employment). These findings confirm that circularity is no longer just an environmental necessity but also a strong and profitable economic opportunity. 

 

The study, based on the European Circular Economy Monitoring Framework, provides an initial estimate of the contribution of circular activities and highlights both their current relevance and future potential in emerging sectors such as the digital economy, construction, and fashion. While methodological and data limitations exist, the report establishes a reference point for measuring progress and shaping policies that can accelerate Scotland’s transition toward a more sustainable economic model; one that benefits people, the planet, and long-term prosperity.
