ARC | Draft plan for Catalonia’s future waste management infrastructure
The Catalan Waste Agency (ARC) has presented the draft foundations for the new Sectoral Territorial Plan for Municipal Waste Management Infrastructure of Catalonia (PINFRECAT). The plan aims to transform the region’s waste management model, setting ambitious targets such as reducing landfill use to below 10% and achieving at least 65% material recovery. Key measures include the early closure of 12 landfills, the creation of seven new transfer centers, the construction and expansion of treatment plants, and the development of a network of Resource Centers to promote reuse, ecodesign, training, and repair.
PINFRECAT aligns with European goals for a circular and decarbonised economy, setting clear targets for 2035, including a 15% reduction in waste generation compared to 2010 and 100% pre-treatment of residual waste. ARC emphasises that this transformation requires shared responsibility and proposes a collaborative, network-based governance model. The plan also includes mechanisms for monitoring and stable financing, combining public funds with private investment to support high-impact technological and environmental projects.
