Mindset shift: Key to scaling up circular procurement

Circular Minds has just published a new animated video, illustrating why circular public procurement is key to building a more sustainable and resource-efficient Europe. Public procurement accounts for approximately 14% of the EU’s GDP, giving it enormous potential to drive the transition toward a circular economy. But scaling up from pilot initiatives requires more than policy, it calls for a shift in mindset.

The Circular Minds project, supported by Interreg Europe, promotes this shift by exploring how circular procurement strategies—like buying less, buying better, and extending the life of products—can deliver long-term value. These strategies help reduce greenhouse gas emissions, cut waste, lower costs, and improve resource security.

Three inspiring good practices are already available on the Circular Minds website, showcasing circular procurement in action: the Netherlands’ first large-scale circular tender, a circular office building in Antwerp (Belgium), and a reuse inventory system in Lund (Sweden).
