ENT | Analysing Spain's waste tax increase in 2025
On 10 April 2025, the three-year deadline established by Spain's Law on waste and contaminated soils for local authorities to implement a specific waste tax or public non-tax fee expired. The law mandates that municipalities set a fee reflecting the real costs of waste collection, transport, and treatment. According to the Waste Tax Observatory by ENT, which analysed waste tax ordinances from 131 municipalities, the average domestic waste tax has risen by 26.5%, from EUR 100.1 in 2024 to EUR 126.7 in 2025, the highest increase since 2015. Despite the law’s requirement to cover all waste management costs, which amounted to EUR 5.056 billion in 2024, only 54.7% of these costs were covered, a slight increase from 2023. Although the increase in fees is expected to improve cost coverage, it is unlikely to fully meet the law’s requirements by 2025. This analysis is based on provisional data from the "Waste Taxes in Spain" study, to be published in September 2025.
