Green public procurement: a key driver for industrial decarbonisation

What are the key paths to translating the Clean Industrial Deal’s strategy into action and drive the decarbonization of energy-intensive industries? We shared our view on this question at the Bellona Climate Action Conference 2025, during a panel debate focused on lead markets and untapped potential to drive decarbonised growth. 

 

Green public procurement is one of these tools that can efficiently support the transition to a decarbonised society. Unfortunately, there are still gaps in green procurement. During her intervention, Francoise Bonnet presented several enablers for local and regional authorities that ACR+ would like to see implemented in the upcoming legislation to address these gaps. Among these: revision of the awarding system to give non-price consideration a substantial right in the overall rating; moving away from the lowest price criteria; development of a common set of EU-wide minimum requirements; promotion of joint procurement; easing of cross-border procurements; capacity building and funding for LRAs; European preference.
