Circular skills, stronger regions: building the workforce of the future

The European Circular Innovation Valley (ECIV) and its partner Région Normandie highlight a recent study by ACR+ member EM Normandie, “Closing the Loop at the Local Scale: Investigating the Drivers of and Barriers to the Implementation of the Circular Economy in Cities and Regions.” As Europe accelerates the shift toward a circular economy (CE), human capital is emerging as a critical factor. While infrastructure, regulation, and funding are essential, the success of CE initiatives ultimately depends on equipping the workforce with the right skills. The authors emphasise the urgent need for training in circular skills; such as systems thinking, eco-design, industrial symbiosis, and stakeholder engagement; to ensure CE initiatives are launched, scaled, and sustained. 

 

Building a circular workforce requires a comprehensive strategy: mapping existing skills, offering modular and context-specific training, certifying competencies, and facilitating peer learning. Innovative approaches (including co-creation labs, digital matchmaking platforms, gamified learning, and community engagement) strengthen collaboration across sectors. Embedding circular thinking in education and professional development shows how regional initiatives can prepare people for ecological and digital transitions. Ultimately, investing in people is foundational to achieving a resilient, circular future.
